UA partners with LGU-Tibiao, DILG-Antique

UNIVERSITY OF ANTIQUE – A memorandum of agreement between University of Antique, Department of Interior and Local Government (DILG)- Antique, and the Local Government Unit of Tibiao, Antique was signed on October 11, 2022.

The University, with social responsibility as one of its core values, seeks to help the Local Government Unit (LGU) of Tibiao in formulating their Comprehensive Land Use Plan (CLUP) in accordance with Executive Order (EO) No. 72 which states that cities and municipalities shall continuously prepare and update their CLUP in conformity with the standards and guidelines prescribed by the Housing and Land Use Regulatory Board (HLURB) and other relevant national policies.

 

LGUs should take responsibility to prepare and update their CLUP and Comprehensive Development Plan (CDP) as it is essential for them to determine multisectoral and spatial strategies, thrusts, and priorities to guide future development, regulate land use, and boost their service delivery in pursuant to the DILG Memorandum Circular (MC) No.2019-172 dated October 17, 2019.

“UA is our partner sa ginatawag namun nga Antique Provincial Resource Center. In prior years may ara kami nga partnership in 2018 with them and the Municipality of Sebaste. As a result of that good partnership nga ginsuguran natun, gin-market ko ini isa iban nga LGUs. So, the purpose of this day’s signing is for UA to extend its assistance to the municipality of Tibiao for the crafting of their CLUP.” Provincial Director of DILG-Antique, Cherryl P. Tacda explained.

“Mangita pa kamo sang consultant sa iban nga ka mahal sang bayad, kalayo kag indi n’yo madali-dali. Since it’s government-to-government transaction, mas ma hapus kag maka-less gid sanda sa gastos.” Ms. Tacda added as she emphasized the impact of the new agreement between LGU-Tibiao and the University.

Specifically, UA Hamtic Campus takes the lead as the Local Resource Institute to work on the plans and strategies to remedy the inadequacy of updated sectoral and spatial data and its analysis, to compose the CLUP and zoning ordinance, and to support planning offices that are understaff and are encumbered by the many development requirements apart from their planning functions.

For the realization of the CLUP and CDP, LGU of Tibiao shall fund transfer to the University of Antique-Hamtic Campus the amount of one million three hundred thousand pesos (Php1, 300, 000.00) only.

The agreement shall be implemented within the period of eighteen months and shall take effect at the date of signing.

Municipal Mayor of Tibiao-Antique, Hon. Klemens G. Bandoja, Provincial Director of DILG-Antique, Cherryl P. Tacda, CESE, and University of Antique President, Dr. Pablo S. Crespo, Jr., signed the agreement as witnessed by the selected members of the LGU-Tibiao, DILG-Antique, UA-Main Key Officials, Faculty and Staff, and UA-Hamtic as represented by its Campus Administrator, Prof. Noel N. Montaño.
